Warsaw, 19 November 2025 – A new report, “Partners in Offshore Wind”, explores how Dutch–Polish cooperation is contributing to the development of Poland’s offshore wind industry. Prepared by LinkedbyOffshoreWind, Wind Industry Hub, and CEE Energy Group and supported by the Netherlands Embassy in Poland, the study highlights a shared ambition to build a resilient, competitive, and locally anchored offshore wind supply chain in the Baltic Sea region.

Poland’s offshore wind ambitions — 5.9 GW by 2030 and 18 GW by 2040 — are among the most dynamic in Europe. Dutch industry fully recognizes this strategic direction and stands ready to support Poland’s drive to build a strong and competitive local offshore wind industry through knowledge transfer, supply-chain cooperation, and joint innovation. The Netherlands brings decades of experience in offshore planning, port logistics, and non-price-based tendering that prioritizes quality, sustainability, and workforce development.

The Netherlands, a global pioneer in offshore wind, stands ready to support these ambitions through long-term partnership and shared development. More than 25 Dutch companies — including market leaders such as Van Oord, Boskalis, Damen Shipyards, Pondera, SeaZip, N-Sea, and TKF — are already cooperating with Polish firms in engineering, certification, logistics, and are investing in this country.

Potential for cooperation

According to feedback from Dutch companies active in the Polish market, Poland is seen as a market of scale and opportunity, with strong potential for long-term industrial cooperation. To fully realize this potential, Dutch companies emphasize the importance of clear and transparent tender procedures, predictable project pipelines, and structural support for local suppliers. Strengthening links between Dutch and Polish companies through a joint supplier database, local-content incentives, and aligned training and certification programs would help accelerate the growth of a competitive Polish offshore wind supply chain.

The report’s message is clear: Poland’s industrial ambition and the Netherlands’ offshore expertise form a natural alliance. The next round of Polish offshore wind tenders will open new opportunities to work even closer together; A start of a long-term industrial partnership — one where both sides explore new ways to share expertise and strengthen Poland’s growing offshore wind industry.
